By applying this discretion, both proficient workers from low regions can be exploited to operate effectively, and they also may learn and develop experiences of how working at a progressive area and can bring back this experience to their source for improvement.
Furthermore, using required and talented individuals from deprived areas can give rise to a mutual advantage between prosperous and poor cities.
